Every construction site is equipped with essential safety measures such as safety nets to prevent falling or flying objects, ensuring the safety of people below or beyond the work area, as well as fire extinguishers for firefighting purposes. Safety First Culture Both KLSB and SPC implement a reward and penalty system to encourage compliance and proactive safety behaviour. Employees demonstrating a strong safety culture and proactive engagement in safety matters receive tokens of appreciation during safety campaigns whereas employees failing to comply with safety requirements face penalties to reinforce accountability. Supplier and Contractor Safety We also mandate all our contractors and sub-contractors comply with common workplace safety and health practices for their workers to align with Kimlun Group’s standards. FY2025 HSE Awareness Program • Conducted emergency drills and HSE briefings at project sites to strengthen emergency preparedness. • Implemented weekly toolbox meetings to enhance workers’ safety awareness and hazard identification. • Organised quarterly HSE training covering working at height, moving machinery awareness, tagline usage, and emergency response training. • Launched “No Plastic Campaign” at KLSB project sites in September 2025 to reduce plastic usage. • Introduced Recycling Campaign at SPC project sites in November 2025 to encourage responsible waste management practices. Incident Response and Safety Improvements We compiled and analysed safety incidents that occurred at Kimlun, creating a historical record of all such incidents. This document which includes accident categorization, statistical analysis, root cause summaries, and preventive measures serves as a reference tool for employees and the OHS Committees across all sites. During the reporting year, the Group recorded three (3) fatal accidents and two accidents with injuries. The Group treats all safety incidents with the utmost seriousness and has implemented comprehensive corrective and preventive measures to strengthen occupational health and safety across all project sites. Key actions include: • Revision of Hazard Identification, Risk Assessment and Risk Control (“HIRARC”) and Standard Operating Procedures (“SOPs”), enhanced supervision during high-risk activities, and the implementation of stricter operational controls at project sites, including working at heights (“WAH”), concreting, material unloading, backhoe operations, and hardened concrete hacking. • Enhanced supervision and enforcement to ensure real-time compliance with safety procedures, and proper use of personal protective equipment. • Certain high-risk activities have now been classified under a stricter control framework, requiring Permit-to-Work (“PTW”) approval prior to commencement, along with the enforcement of lockout/tagout (“LOTO”) procedures for machinery. These improvements aim to strengthen risk management, reinforce safety awareness and prevent similar incidents from recurring. • Additional safety measures, including improved machinery inspection, worksite barricading, pre-task safety briefings and specialised training for workers and operators, were also introduced. • Targeted training and awareness programmes, including refresher toolbox meetings, safety briefings, and dedicated sessions on revised SOPs, fall protection, and hazard handling. • Strengthened machinery and equipment safety, including thorough inspections, elimination of unsafe operational practices, and ensuring operators possess valid licences and certified training. • Promotion of a proactive safety culture, prioritizing behaviour-based safety over documentation alone and reinforcing accountability at all levels.
