Throughout his career, he held numerous senior leadership positions and played a significant role in shaping national policing management frameworks, operational standards, and strategic enforcement policies. He began his career in the Royal Malaysia Police in 1987 and rose through the ranks to assume key command and policy-making appointments at both state and federal levels. His leadership roles included Secretary of the Royal Malaysia Police, Chief Police Officer of Melaka, Commissioner of Police of Sabah and Sarawak, Director of Narcotics, Director of Management, Director of Crime Prevention and Community Safety, and Head of Research and Development. Dato’ Ramli possesses extensive experience in crime investigation, narcotics enforcement, strategic operations management, and public safety policy development. He has led large-scale operational teams, managed complex enforcement strategies, and overseen organisational transformation initiatives within the police force. His tenure reflects strong capabilities in governance, crisis management, inter-agency coordination, and national-level policy execution. Through his decades of public service, Dato' Ramli brings deep expertise in security governance, regulatory compliance, strategic leadership, risk oversight, and stakeholder engagement at both national and operational levels. Dato’ Ramli holds a Bachelor of Social Sciences (Management) from University Sains Malaysia (1986), a Postgraduate Diploma in Human Resource Management from Universiti Kebangsaan Malaysia (UKM) (1993), a Master’s Degree in Corporate Communication from Universiti Putra Malaysia (UPM) (2001), and a Master’s Degree in Applied Criminology from the University of Leicester, United Kingdom (2003).
